BASIX
BASIX or Building Sustainability Index is a mandatory sustainability scheme for residential developments in New South Whales. BASIX was introduced in 2004 by the NSW Department of Planning to reduce green house gas emission and water consumption of residential dwellings and so far has proved to be a very successful and efficacious sustainability scheme. BASIX overrides the BCA volume 2 requirements for energy efficiency of residential buildings in NSW and is mandatory for all new residential DA submissions and certain alterations and additions projects.
BASIX
BASIX is a mandatory sustainability scheme which applies to all new residential developments in NSW and alterations and additions of certain extent. No new residential Development Application will be processed by NSW Local Government Area (LGA) Councils unless a valid BASIX certificate is lodged with the application documents and the nominated commitments are being properly reflected on the architectural plans.
BASIX Scheme
BASIX scheme first introduced in 2004 by the NSW Department of Planning as a sustainability scheme for the NSW residential developments with the aim of reducing their GHG emissions and potable water consumption. BASIX is mandatory in NSW and overrides the energy efficiency requirements of the BCA for residential developments. It defines certain sustainability targets or indices for water consumption, thermal comfort rating and energy efficiency of dwellings across NSW. A building must be assessed by the online assessment tool to determine its performance for each of the indices and if it passes a certain level of performance it would be eligible to receive a BASIX certificate for DA submission purposes.
Developments that Need BASIX
If you're lodging a Development Application in NSW for a new residential or mixed use development you need to provide with a BASIX certificate as one of the DA application documents before your DA is considered complete and undergoes the evaluation process in the LGA council. If your apply for an alterations and additions of an existing residential development you would only need BASIX for certain type of developments.

BASIX Certificate
If a residential development meets the sustainability targets of the BASIX a formal certificate is printed by the online assessment tool which can be lodged to the council for a successful Development Application. The certificate demonstrates the energy efficiency, thermal comfort performance and water efficiency commitments of the proposed development which must also be reflected on the construction plans and be deployed during construction of the building. Before the occupation certificate can be issued for a residential development by the project's PCA, the commitments of the submitted certificate are being checked and their deployment in the actual construction is being verified.
